I've done this on two of my EVs; one in New York state, and one in
Michigan. In both cases, the process was fairly straightforward. I had
to have it inspected by a state inspector. They basically supplied a
list of the requirements, and the inspector basically checked to see
that it met all of them (brakes, lights, safety glass windshield, etc.).
The requirements for a home-built car were far less stringent than for a
manufactured vehicle.

The only screwy problem was that Michigan regulations required an
exhaust system -- no exceptions for electrics! So, I failed my first
inspection. I had to bolt on an entirely non-functional piece of exhaust
pipe to pass.
