There is perhaps another approach to leveraging P2P in the cause of EV video distribution with a product I wrote called MediaClone http://www.marksware.com/mediaclone . However, it has many drawbacks that would probably make it unusable for this application.
Instead of distributing static files the way Gnutella or the host of other P2P apps do, this app distributes live content as it's generated. Therefore, distributed video can run for days and can be (theoretically, at least) sent to hundreds of people without dragging down any one person's bandwidth. As far as not wanting to share illicit material, as long as you're not watching it, you're not sharing it. The drawbacks, however, are significant: it only targets Windows platforms, only broadbanders can participate since it requires enough bandwidth from each viewer to uplink the stream live to the next viewer and it's in Beta and, well, has bugs =o/ Anyways, thought I'd try to be thorough and offer that as a possibility as well.
