Yes, pre-recorded content could be distributed live as well - much the way a cable channel works. However, because real time distribution or endless stream lengths are not required in this case, this technology seems ill-suited for, as you say, distributing already-made EV-Meet files - especially when they are edited to manageable lengths and only get generated a few times a year.
Perhaps there *is* some EVTV application that could leverage this technology. Perhaps multiple channels of weekly installments shown every hour on the hour of our handyman heros building their dream vehicles... ahhh, perchance to dream...
