Yes, it would work. But is it worth it?

A wind generator that can generate 60 watts is rather large. Certainly
bigger than a hood ornament.

The wind generator is getting its power from the vehicle (it adds wind
resistance, which the motor must overcome). So, it will cost you an
additional 120 watts (or more!) to get that 60 watts.

So, you would be better off using a small 60 watt DC/DC converter to
take power from the pack as a whole to charge the weakest battery --
which is what I'm doing.
