But what's to certify? It's as if we can't get away from the notion that a vehicle has to produce tailpipe emissions. EV's don't produce any tailpipe emissions - there's just no tailpipe to do it with. All they have to determine is that there is not some emission producing gizmo in the car such as a gas heater. The state (CA, and I assume CARB was consulted) gave me a nice little certificate and a $1000 tax credit on my 1994 tax return for my Rabbit conversion (VoltsRabbit). That sounds pretty official to me, but that was back then.
I really get tired of this game. The gov't, media and the public treats conversions as irrelevant. The automobile manufacturers won't give us "real" EVs. They all force us to play the waiting game for the day when these promised vehicles (notably fuel cell) will be available. At the rate it is going, I will be an octagenarian by the time I could buy a zero-emission vehicle that doesn't run on Riyadh crude. It's an easy bet that a friend of mine back in CO, who is about 15 years older than I am and badly wanted a fuel cell electric vehicle, will never own and drive a ZEV in her life. Too bad...
