Basically just a rectifier on a heatsink.  Hook it up and plug it in. 
 If it draws to much current you add extension cords (high-power low-ohm 
resistors)
 untill the current is low enough.  Then as it charges and the current 
drops you start removing cords.

No brains, no isolation, no safety devices.

Works best on 120-144V packs.
