I had this problem and ended up with a standard PFC ferro charger. With a PF
of .95 instead of .63 (real/apparent power) you can draw 15 amps without
blowing a 20amp fuse/breaker or 12.5amps without blowing a 15amp
fuse/breaker. Presently you can't exceed 11 amps line current.
