Actually, from a purely EV perspective, it is quite correct: EVs 
don't have tailpipes!  :-)

A more careful reading of the original answers your questions 
unequivocally.  Here's the full quote from the original post:

So you see, the portion you object to is from the AAM - an 
auto-industry mouthpiece.  In other words, yes, this information 
comes to you directly from the auto-makers' PR departments.  The 
author probably did not have a direct quote as dense as the sentence 
he wanted to put in the piece, so he could not in good conscience 
enclose the second paragraph in quotation marks.  Nevertheless, the 
source is clearly indicated.
