Depends on the material. Deformation is (as with tires) the main reason.
Best to measure. It is however hard to determine exactly, because to
roll a vehicle down the rail, wheel bearings are needed. This is exactly
what I would compare it to - with a loaded (ball/roller) bearing.

With rail vehicle in mind and considering it's windage, bearings and
transmission losses, the rolling resistance might become a
smaller/negliable portion of losses.
