Sinclair has another electric idea by Ray Hutton of The Sunday

Eighteen years after his eccentric C5 electric trike, Sir Clive
Sinclair is planning another electric car. The news comes as the
spotlight swings to electric power as one way of beating the London
congestion charge.

The Sinclair car is one of a series of electric vehicles being
designed by the inventor who popularised electronic calculators,
digital watches and home computers. The first of this new generation
to appear will be an electric scooter, expected next year.

The electric car is at least two years away from production and
despite the current surge of interest in the area Sinclair is
keeping all its details secret, saying only that: "It will be quite
different from electric cars available today and incorporates
completely new ideas."

Also under development is a simple four-wheel buggy of the type that
is becoming popular for moving around closed communities in
America.

Sinclair Research is working on the projects with Daka, a Hong Kong
firm, and Zap, an American retailer of consumer electronics.

Despite falling from the public eye after the demise of the C5,
Sinclair has kept inventing new products. Last year he launched the
Sea Scooter, a motorised device for towing swimmers under water.

EUREKA project identifies next generation of batteries

In response to the growing demand for powerful and portable sources
of energy, a two-partner consortium from France and Luxembourg has
developed a rechargeable battery based on innovative new
components.

The 3D Structures project has examined new ways of making
electrodes, the charge collecting component of computer and car
batteries. The six million euro project has been funded by EUREKA,
the pan-European network for market oriented industrial research and
development.

When traditional batteries discharge their energy, the zinc elements
of the electrode form soluble zincates in the battery fluid, which
are then turned back into solid zinc during recharging.  Such
batteries, however, only have a limited rechargeable life span.

The new method developed by the consortium involves a foam substance
being coated with a conductive zinc oxide and titanium nitride
solution, after which the foam is burned out to leave the three
dimensional metallic structure. This structure retains its zinc
while discharging, and in tests has performed more than 2000
recharges without any problems, giving it a life span around twice
that of normal batteries.

Robert Rouget is a director of SCPS, the French partner in the
project, and describes the new process as 'cheaper, faster and more
efficient. The cost is much lower because it uses simple equipment
such as plastic containers, at room temperature, under normal
pressure.'

Other advantages of the new technique include a twofold improvement
in the power-to-weight ratio when compared with traditional methods,
and compared to different types of rechargeable batteries such as
lead and cadmium. Zinc is more environmentally friendly as it is
plentiful and less polluting.

Since demonstrating the effectiveness and viability of the three
dimensional method, the consortium have received interest from a
venture capital company that specialises in electrochemistry. They
have joined other investors in financing the next stage of product
development, which ultimately seeks to target the lucrative European
car and hybrid electric vehicle markets.

Gas prices creep near record high
Diesel-fuel prices reach highest ever

Gasoline prices inched within a penny of a record high in Florida on
Tuesday and diesel-fuel prices set a record.

Consumers and business owners alike are feeling the pinch on their
finances.

"Gas prices are killing me," said Tom White, a sales representative
for Savings Safari in Cocoa, who said he drives about 500 miles a
week
and is not reimbursed for mileage. White said he is spending $50 or
$60 more a week on gas than he used to.

"That could be a car payment," White said. "Higher gas prices eats
into it all."

It's not just gas prices that are rising in the nation's latest
energy
crunch. Natural-gas bills for about 35,000 Brevard County customers
are running about 60 percent higher than they were a year ago -- the
result of increased usage from the colder-than-expected winter and
higher gas-purchase charges by NUI City Gas Co. of Florida.

Local electric bills also have risen, although not nearly as much.
But
the escalating fuel costs could prompt Florida Power & Light Co. to
seek a cost increase for its electric customers later this year.

People in Brevard County and around the state are paying roughly 50
cents more per gallon for gas than they were a year ago, and about 14
cents more than a month ago. Energy analysts predict gas prices will
continue to rise, and they already have exceeded $2 a gallon in some
parts of the country. In Florida, the price of regular unleaded
gasoline climbed to $1.641 a gallon on Tuesday -- less than a cent
shy
of the record high set in May 2001, according to AAA's daily
gas-price
survey. The price of diesel fuel, used primarily by truck drivers,
hit
a record high of $1.733 a gallon Tuesday.

Doug Larson, owner of Larson & Larson Towing in Palm Bay, said
soaring
diesel-fuel costs to run his fleet of trucks could force him to raise
his towing rates. He estimates his company is spending about $600
more
on gas per month than it did a year ago. So far, he's been absorbing
the extra cost.

"No towing company can continue paying these prices" without somehow
making up for it, Larson said.

Rising oil prices are at the root of the problem. Crude-oil futures
hit a 26-month high Tuesday. The increase came amid new assertions by
U.S.  officials of a link between al-Qaida and Saddam Hussein, fueled
by reports of an audio tape of Osama bin Laden asking Muslims to
defend Iraq.

On the New York Mercantile Exchange, crude-oil futures for March
delivery rose 96 cents to close at $35.44 a barrel, its highest level
since November 2000. Also Tuesday, natural gas for March delivery
rose
12.5 cents to settle at $5.977 per 1,000 cubic feet.

Fear of another "significant" terrorist attack, uncertainty about war
in Iraq, loss of oil and gas exports from Venezuela and recent cold
weather are driving gas prices higher. But that doesn't entirely
explain the recent sharp price hikes, AAA said in a statement
Tuesday.

AAA urged gas wholesalers and retailers to "show restraint in the
pricing of their product," and cautioned the gas industry "not to
take
advantage of the nation's heightened terrorist alert status."

"The nothing fully justifies the dramatic increase in gasoline prices
experienced across the United States in the last month," AAA said.

Fast-rising gas prices also have caught the attention of Florida Gov.
Jeb Bush.

"He's keeping an eye on it," Bush spokeswoman Elizabeth Hirst said
Tuesday.  "Certainly, we don't want any price-gouging going on, and
that's something we'll be on alert for."

AAA advised motorists to shop aggressively for the best price for
gas,
to look for ways to cut down on fuel consumption, and to keep
vehicles
properly maintained to increase fuel economy.

"The biggest concern for me is the way gas (prices) spiked up so
fast," Brevard County School Board member Robert Jordan said as he
pumped gas into his Dodge Dakota extended-cab pickup truck Tuesday at
a filling station near Suntree.

Jordan was surprised he had to pay $1.70 a gallon for midgrade fuel,
which he said he uses because his truck's engine "knocks" if he uses
regular grade.  His other car, he said, uses only premium, which was
$1.80 a gallon.

Local car dealers said gas prices seem to be on the minds of some of
their customers who look for vehicles with higher gas mileage.

"What I have noticed is that, during the last 30 days, our larger SUV
sales have slowed," said John Theders, general manager of Sutherlin
Cadillac, Nissan, Isuzu and Oldsmobile on Merritt Island. "Customers
are looking for something that will save them money."

Mike Moody, the general sales manager for Mike Erdman Toyota, said
his
large trucks and sport utility vehicles still are selling well,
despite the surge in gas prices.

But Moody has noticed an increase in attention toward Toyota's hybrid
gas and electric vehicle, the Prius, which averages 52 miles to the
gallon on highway driving, 45 city.

"Interest has peaked," he said.

Dorothy McBride of Cape Canaveral said she is worried that rising
fuel
costs could put a dent in her living expenses.

McBride said she already is cutting down on the number of trips she
makes in her 1996 Buick Century, and she's concerned what her
electric
bill will be this summer when she begins cranking up the air
conditioning.

"I'm on a very limited income, so it's going to hurt," she said.

A typical monthly residential electric bill, based on 1,000 kilowatts
of electricity usage, from Florida Power & Light, which supplies
electricity to about half the state, including Brevard County, has
increased from $75.74 in January 1999 to $76.85 this year, said
company spokesman Bill Swank.

Since 1999, state regulators have required FPL to drop its rates
twice
for a total of about $600 million a year. But the rate reductions
have
been largely offset by higher fuel-adjustment charges the utility
company passes through to its customers.

Swank said, if fuel prices continue to rise, Florida Power & Light
may
seek an increase on this year's fuel adjustment charge from the
Florida Public Service Commission.

"Any fuel we buy (to run its power plants and trucks) is a direct
pass-through to the customer," he said. "And we try to burn the fuel
that's least-expensive, so that our customers benefit from it."

NUI City Gas Co. of Florida, which supplies natural gas in Brevard
County and elsewhere, also has been hit with higher fuel costs, which
it has passed through to customers, said company spokesman Ron
Reisman.

Because of that and higher usage this winter, the average monthly
natural-gas bill in Brevard has increase to $82.01 in January from
$50.36 a year earlier, Reisman said.

Drivers of clean-air vehicles in Hermosa Beach may someday get a perk
rarely afforded anybody with four wheels in the space-challenged city

� free parking.

At the urging of resident Dency Nelson, City Councilman Art Yoon is
pushing for a program that would give preferential, free parking to
owners of cars that run on compressed natural gas or electricity.

In a city where parking spaces are as coveted as parking enforcement
is reviled, such a proposal is a bold nod toward the environmentally
conscious.

California is again the leader in trying to find ways to clean the
air, and zero-emission vehicles, I feel, will lead the way,� said
Yoon, who is serving his first council term. �To the extent that the
government can promote an environmentally conscious vehicle, we
should
try to encourage environmentally conscious behavior.�<P>

Yoon proposes that, as a start, two parking spaces in the city�s
parking structure be set aside for limited times in the months
between
Labor Day and Memorial Day for zero-emission vehicles  � or ZEVs in
environmental parlance.

To qualify for the beachside blessing, cars would have to qualify for
one of the state�s clean air vehicle decals, a standard that
disqualifies the new breed of hybrid vehicles that use both gasoline
and electricity.

If the spaces are not used within a certain time by eligible cars,
they would be opened to standard, gasoline-powered autos, he said.<P>

We have to project what is good for the future,� he said. �Even if
there is zero demand now, we give consumers a reason to encourage
more
environmentally friendly behavior.

Yoon said the program would be similar to one run by the city of
Santa
Monica, which has adopted an entire series of environmentally
friendly
policies, which include free meter parking for ZEVs and dedicated
space for electric cars with free charging stations.

Craig Perkins, director of environmental and public works for Santa
Monica, said while there are no statistics showing the policies have
encouraged people to buy clean-air cars, the program itself is a
concerted push to alternative energy resources.

The city of Los Angeles also offers free meters for the cars.

Nelson will benefit from such a policy if wins approval. He drives an
electric vehicle and his home is equipped with a solar panel system
that�s tied into the region�s power grid.

He said the program is a good chance for Hermosa Beach to start

Definition under state regulations would be consistent with that of
other states

The Sparrow -- the little electric-powered vehicle that elicited the
question, "What is it?" -- turns out to be a motorcycle.

At least that's the conclusion of the Washington State Patrol, which
will initiate a change in state regulations to allow the Sparrow to
be
licensed as a motorcycle in Washington, said Capt. Glenn Cramer, a
patrol spokesman.

The question arose when state officials were asked how the tiny
vehicle should be licensed. They weren't able to make the
determination because the Sparrow didn't fit one state definition of
a motorcycle.

The change in regulations, if approved, would allow the state to
continue licensing the single-passenger vehicle as a motorcycle.

Fewer than a dozen are on state roads now; they were licensed as
motorcycles after owners presented manufacturer's statements
describing them as such.

The vehicles, however, had not been inspected before 11 of them were
licensed. During an October inspection, patrol staff members
initially
thought the vehicle looked more like a car than a motorcycle.

But equipment specialist Christine Fox said several other states,
including California, license them as motorcycles.

The patrol ultimately decided that's what they are, under a federal
guideline that describes motorcycles as "having a seat or saddle . .
. and designed to travel on not more than three wheels in contact
with the road."

Officials also were concerned about lawsuits from the owners of
those already licensed. It's not clear when the designation will
become official. But before it does, Cramer said, the patrol will
answer two more questions: Must the driver of the enclosed-seat
Sparrow driver wear a helmet, like other motorcyclists?  And can the
vehicles be operated without insurance, also like other
motorcycles?

The change will be submitted to a hearing before Washington State
Patrol Chief Ron Serpas makes it final. The process is expected to
take four months.

In addition to the Sparrow development, two measures encouraging use
of electric vehicles have been submitted in the state Senate during
the current session of the Legislature. One, Senate bill 5467, would
exempt buyers of electric and other alternative-fuel vehicles from
having to pay sales tax -- a saving of more than $1,300 on a
Sparrow, for example.

A second bill, SB 5450, would allow drivers to use electric vehicles
the size of golf carts on neighborhood roads where speed limits are
35 mph or less. A companion bill, HB 1438, is pending in the House.

Foes cite slope, runoff, pygmy owl issues at
Saguaro Canyon Ranch

A luxury development in the Tortolita Mountain foothills has only a
handful of legal hurdles left, but critics say the project hasn't met
county and federal requirements.

Saguaro Canyon Ranch, whose owners have said it will raise the bar
for
environmentally friendly development, needs three, usually routine,
government approvals.

They would let developers start grading its 1,032 acres for the first
of 193 homes, an equestrian center and a minor resort. If all goes
smoothly, developers could start grading million-dollar lots by early
spring.

Environmentalists and neighbors hope to slow the project on two
fronts.

Saguaro Canyon Ranch needs its subdivision plans approved by Pima
County. It also needs a state or federal permit approving its plans
to
control storm-water runoff. It also needs county approval of its
plans
for public trail access connecting to Tortolita Mountain Park, which
is not expected to face problems.

The project lies north and northeast of Thornydale and Moore roads
and
east of the 6,500-home Dove Mountain development.

Last week, the county Development Services staff rejected the latest
draft of Saguaro Canyon Ranch's tentative subdivision plan documents,
by saying that the plan was unacceptable and needs revision. The
plans
need to show the disturbances to the land caused by each home's
driveway and state the entire project's average slope percentage,
said
the Jan. 30 memo from Robert Young, a county development review
engineer.

Tim Blowers, a neighbor and critic of the development, predicted this
rejection would delay the final approvals and construction for at
least two to three months. He said it may not be possible to even put
driveways on some of the homesites because they're so far up in the
hills: "They're trying to shortcut stuff."

Developer Stephen Phinny, however, characterized the county's action
as a normal part of the development review process and said it would
not take several months to redraft Saguaro Canyon's plans: "They say
the changes they want us to make, we make the changes and we resubmit
it. It's inconsequential."

The developer will blade 20 percent of his land, far less than
typical
projects, but neighbors and environmentalists have said that's still
too much. He's also promised long-term wildlife monitoring at the
site.

Carmine DeBonis, the county's Development Services director, said
he'll have to review the key legal and technical issues surrounding
the project with the County Attorney's Office before deciding if it
is
ready to roll.

"It's something we have to analyze because of the impacts of these
decisions," he said Friday. "We need to be certain we feel we've made
the proper determination.''

DeBonis must decide whether the county can require developers to meet
federal requirements and recommendations, which a county hearing
officer ordered Saguaro Canyon Ranch to do last summer in issuing it
a
permit for the resort. DeBonis must also decide whether all or only
one lot in the development must meet the county hillside protection
law to allow the resort.

Late last week, the project got a setback although hardly a death
blow.  Pima County Development Services wrote a memo saying that the
latest revision of the development's subdivision plan was
unacceptable
and needs revision.

The plans need to show the disturbances to the land caused by each
home's driveway and state the entire project's average slope
percentage, said the Jan. 30 memo from Robert Young, a development
review engineer.

The project has already undergone nearly a year of wrangling among
developer Phinny, neighbors and environmentalists over how
eco-friendly it will be.

Defenders of Wildlife has asked the county not to approve Saguaro
Canyon's subdivision plan on the grounds that the project hasn't met
all federal conservation recommendations to protect the endangered
pygmy owl. When county hearing officer Jim Portner issued the permit
allowing the resort, he conditioned the approval on the development's
ability to meet the conservation measures.

For the same reason, Defenders has asked the Environmental Protection
Agency (news - web sites) to hold off issuing a separate federal
permit approving the developer's plans to control stormwater runoff.

The U.S. Fish and Wildlife Service has issued a biological opinion
that the development isn't likely to jeopardize the owl, in part
because only 20 percent of the property is being graded. The service
recommended that the developer combine 61 acres of planned road
grading with 8 acres of grading for electric vehicle trails as a way
to reduce the total effects on owl habitat.

"Because of their failure to comply with the special conditions
required by the hearing officer, the developer � does not in fact
have
approval" for the resort permit, Defenders' Jenny Neeley recently
wrote the county.  "Since the developer has yet to obtain this
approval, it is premature" for the county to review the subdivision
plans, she said.

Developers aren't combining all the roads and trails. But Phinny says
he has met the service recommendations and that his project complies
with the federal Endangered Species Act. He and his biological
consultant say the service looked at their plans and had no
objections.

The consultant, Jim Tress, said the road and the electric vehicle
path
overlap or run side by side for 2,000 feet. But to combine them
throughout the project would increase overall land disturbance and
create a wider paved area, potentially impeding other wildlife
species, he said.

Combining roads also would put cyclists and pedestrians using the
electric vehicle paths in the line of auto traffic, he said.

Service officials did not return calls from the Star. An EPA
spokeswoman said Friday that the agency has no say in this case
because it has turned its storm-water permit program over to the
state.  Environmentalists have sued to block that transfer.

In addition, neighbors have asked the county not to allow the resort,
arguing that the county hillside law won't allow its construction in
such a steep-sloped area. They say that the entire, 1,032-acre
project
doesn't meet county hillside development laws banning commercial
projects on "a land parcel, lot or project site" with an average 15
percent slope.

Phinny said, "I'm going to have to comply. I have agreed to comply
with all Pima County codes. I want to build (the resort) and if I
can't meet it, I'm not going to be able to build."

Lower-level county Development Services officials say the developer
can build the resort on the much smaller resort site if it does not
have excessive slope - even if the rest of the parcel has slope in
excess of the limit.

Last week I drove South to Clare Bell's

to have her install the 4 gauge cable pair I had made up. This 
would add an additional charging current ability. I would not
be limited by the internal wiring I previously had.

The 4 gauge can easily handle over 100 amps, and my internal wiring
can handle 70 amps. This will give me over 170 amp charging wiring
ability. The cable has lugs to connect to the batteries in front, and
a SB-175 to mate up to the PFC-50 in the rear.

Today, I went to South to Santa Clara to bag some tech toys before I
will have to relocate (I am rebuilding/updating my son's PC). For 
14 miles I used 33 ahs (not bad).

I was heading back and took the Page Mill exit when my emeter went
blank upon acceleration, and came back reset (all my ahs used data 
were gone) at the light (when I was stopped). Now the pack read low
(128V from a 132VDC pack). This was odd.

This could be an incomplete charge (not likely, the PFC-50 does a
nice finishing charge), I still have some tired battery cables (I
thought I changed all of them out, but maybe not), or the stiff
acceleration I had to do to keep the SUV behind me off my bumper took
its toll on the electrolyte balance (145's are electroyle starved).

But the after a half hour of sitting while perused the tech-toys 
at Frys, the pack was still low. So I stopped by Otmar's to suck up 
some Solar Electrons (his PV panels make his meter run backwards).

I pulled up next to Otmar's Porche EV, right in front of the EV 
charger. As dusk approached, I noticed there wasn't any lights on in 
front. This meant to me little power was being used by the house.

I pulled out my power cords to hook up to Otmar's power. As I strung
the cords in preparation to plug them in and get a reading. The 
foot, bicycle and car traffic going by Otmar's place paid no notice 
to what I was doing (sometimes they do, but no today).

As I plugged in my chargers, an older couple hobbled their way on by,
their cadence in step, but their acknowledgment of my greeting one at
a time. They quickened they pace and hurried off (I am a big guy, 
some people get scared when they see me, no matter how much I smile 
and gently wave).

I plugged in my two Zivan K2's and got 10 amps each, and then my
Zivan
NG5 via the AVCON adaptor and Otmar's AVCON powerpak (add 30 amps),
then I pulled the PFC-50 into Otmar's 240VAC 50 amp 14-50. I cranked
it up to max (I now have to move quick to get readings, because the
pack charges so quickly).

I was pumping 120 amps into my pack, and the PFC-50 wasn't even
breaking a sweat (very little heat coming out). At 120 amps into the
pack, the 132 V pack voltage was 150VDC (and rising). I was pumping
18 kw into my pack.

After 5 minutes, I was pushing 110 amps at 151 VDC and had already
regained 15ahs (That's 7 miles regained in five minutes). (16.6 kw)

In ten minutes, the Zivans throttled back their charging current.  I
was pushing 100 amps at 152 VDC (15.2 kw).

One might think I would be boiling the batteries at this high a
current and pack voltage. So I popped the hood and looked at my cells
with a flash light. Barely any bubbling: one small one every second.

At this current, I am putting in as much as I draw on the highway. I
felt the cables and connectors and they were a little warm, but I
believe that was heat left over from driving. The 4 gauge cable pair
was cool.

This fast tapering was not because of the PFC-50. The Zivan chargers
I have in parallel taper much quicker than the PFC-50.

I was just thrilled that I could now get this much power by having
the
outlet and the chargers in parallel. It is possible to get fast
charging!

Foot traffic that had passed by was now coming back after buying
their
groceries at the corner store. They were still interested in what I
was doing at the curb and I was about to burst wanting to tell
someone
my glee! But, I knew better than to force my EV excitement on them
(it would not be taken the right way, nor would they understand).

At 15 minutes, the 120 VAC Zivan K2's had turned off at 153 VDC and
the PFC-50's bright blue LED was blinking (those chargers have
tapered
back now that the voltage has reached the throttle back point). I was
now pushing 90 amps into my pack at 153 VDC (13.7 kw).

I unplugged the the chargers that were not contributing anything to
the
charger current flow. when I charge at a high current like this it
seems as soon as I plug all my chargers in, shortly, I have to start
unplugging them.

You know I did even have all my chargers going. If I had, I would of
had 150 amps going in. But I am not greedy. I will have to try this
again at an RV park that has three 14-50's for me to plug into.

I unplugged and headed home. I basically did a dump charge to my pack
in 20+ minutes. I was hot-dogging North on El Camino having a good ol
time. Went I got home, my emeter said I had used up all of the Solar
Electrons I mooched with a dump charge a Otmar's.

That was nice. That was fun. I enjoyed that!

That's the World Solar Challenge (WSC), a different race (I saw that movie 
too).  For the SunRace, they bring everyone up to the same point at the end of 
each day, so it's more like rallying.  No camping involved, and I believe the 
organisers arrange charging facilities.

As you know from the movie, WSC goes from Darwin to Adelaide, but the 
Sunrace goes Adelaide - Mildura - Melbourne - Canberra - Sydney.  More

Yes I decided to check up on it after posting.

I'm in welly too out the hutt.

Work in by the airport during the day.

I have a few ev's on the go, a pulse motor I made on a push bike, a
motorbike conversion and a mobility scooter that goes a little bit better
than it used to, seriously needs a controller to tame its take off :).

Also got enough bits to start a full car project, but haven't decided what
to put it into.

I have a mclaren m6gt and a Suzuki carry possibly became available today.

Sorry to hit the list wioth this so late , but I have a speach to give on EV's today 
(12 noon West cost time)and need to find the article that was talked about toward the 
end of last year that compared the Well head to car vs. EV efficiency using power line 
losses, etc.

Also, if anyone has access to previous EV speaches and could send them to me or send a 
link, I would appriciate it. 

I am giving a speach for my toastmasters club on the merits of EV's. the speach theme 
is 'speak with sincerity". 

I want to make sure my facts are straight as I will be speaking in front of engineers!

An onboard GPS/map system, maybe a link to get info local traffic status,
and some AI and fuzzy logic in the computer could look ahead and plan for
large hills and traffic jams on your current route, you could program in
your destination and the roads you plan on taking or leave it up to the
computer to guess based on past driving history.
The car could identify the current driver and make decisions based on the
driving patterns of that individual.  We have vehicles now that adjust seat
positions for individual drivers.  Say you drive the car to work and back
over the same route Monday thru Friday, and you plug the car in both at work
and at home.  The car learns that it can use more electric power on those
trips because it will get a plug in recharge.  Then say the kids start
soccer practice and on Wednesdays your wife gets in the car 10 minutes after
you get home and runs to pick them up.  The car now adjusts so that it
arrives home on Wednesdays with a higher state of charge.
Any deviation from a normal pattern would likely cause the car to charge the
batteries more from the engine.
