Specialty power supply maker HiRel Systems LLC, based in
Minnetonka, MN and with a manufacturing facility in Duluth, is
growing through acquistions and new business secured from defense
contractor Lockheed Martin Corp.

In 1994, it created a new division called Schott Power Systems
which set up shop at Duluth�s Airpark Industrial Park mainly
because of an equipment loan from the Duluth Seaway Port
Authority, and financial help from Minnesota Power. Both were
interested in the company�s original line of work � making
battery chargers for electric cars.
Initially we focused on the electric vehicle marketplace,� said
Larkin. �But that business fell off when the market started going
more toward hybrid cars and hydrogen fuel cell cars.
When we began we were working with General Motors and Hughes
Electronics on building Magna-charge inductive systems, which
would charge up the batteries in the cars in 10 to 15 minutes.�
The concept was good, Larkin said, �but it just never took off.
So we switched our energies and efforts away from autmotive and
into the military and medical applications.�

Korea to Beat Japan in Batteries by 2010

South Korea will outstrip Japan and become the largest
rechargeable battery producer in the world by 2010.
Representatives of local rechargeable battery makers, government
officials and researchers on Wednesday met the Renaissance Hotel
in southern Seoul and finalized a master plan to develop South
Korea into the world's largest rechargeable battery powerhouse
after seven years with a 40 percent market share.
South Korea will outstrip Japan and become the largest
rechargeable battery producer in the world by 2010.
Representatives of local rechargeable battery makers, government
officials and researchers on Wednesday met the Renaissance Hotel
in southern Seoul and finalized a master plan to develop South
Korea into the world's largest rechargeable battery powerhouse
after seven years with a 40 percent market share.
``Local manufacturers will be encouraged to boost their combined
annual rechargeable battery exports from $170 million last year
to $6.9 billion by 2010,'' said Choi Min-goo, a director at the
Ministry of Commerce, Industry and Energy (MOCIE).
``Local rechargeable battery makers agreed that South Korea's
rechargeable battery production will surpass Japan in 2010. Our
global rechargeable battery market share will increase to 40
percent by then,'' he added.
MOCIE predicts that South Korea, the third largest rechargeable
cell maker in the world after Japan and China last year with a
market share of 9.7 percent, will emerge as the second largest
player by 2005 with a 30 percent share.
``South Korea will be world's No. 1 not only for rechargeable
cell production but also in related materials and manufacturing
equipment,'' said Choi.
MOCIE said the rechargeable battery industry has a high growth
potential. Its annual growth rate is forecast to rise as high as
12 percent. It forecast that South Korea could outstrip Japan as
it had done in semiconductor and display industries.
The future prospect of the rechargeable battery industry, also
known as secondary batteries, is bright as the global demand for
the lithium-ion cells that are commonly used in portable
electronic devices such as laptops, mobile handsets and personal
digital assistants (PDAs) is growing consistently. The
application of the battery is continuously expanding to areas
like automotive batteries.
``The global rechargeable battery market is forecast to grow to
23 billion won ($19.17 million) in 2010 and about 70 percent of
the rechargeable cells are forecast to be replaced with
lithium-ion and lithium-ion polymer batteries,'' said Prof. Park
Jung-ki of the Korea Advanced Institute of Science & Technology
(KAIST).
The government will strategically nurture a high capacity
cylinder-type lithium rechargeable battery, long-lasting
automotive batteries for hybrid cars, highly safe rechargeable
cells, hybrid electric power system technologies and ultra-small
lithium secondary batteries.
``The government will simultaneously establish infrastructure
that will keep the promise of steady growth in the local
rechargeable battery industry and exert efforts on battery
related exports. We will also play a leading role in
international standardization of rechargeable batteries,'' said
Choi.
Samsung SDI, the nation's largest rechargeable cell maker plans
to push up its monthly rechargeable battery production capacity
to 18 million cells by the year's end, from its current 14.1
million units. LG Chem, the second largest producer will also
expand its production to 18 million cells a month by the year's
end, from 4.3 million cells last year.
``With the launch of commercial operations at our Ochang plant in
North Chungchong Province, our rechargeable battery production
capacity will expand to 18 million cells by the end of this
year,'' LG Chem spokesman Lee Dong-joo said. He said Ochang plant
is currently under pilot operations.
``LG Chem plans to expand its global market share from the
current 5 percent to more than 20 percent by 2005,'' he said.
LG Chem is also devoted to developing next generation automotive
lithium polymer batteries. It established a battery research
center in Colorado in the U.S. last year with an aim to
commercialize the electric vehicle and hybrid electric vehicle
(HEV) batteries in 2006.
Japan, which controlled 94 percent of the global rechargeable
battery market in 2000, saw its share plunge to 67 percent
recently. The combined market share of Japanese manufacturers is
anticipated to shrink further to 54.5 percent in 2005.

Not for the faint of heart By Rick Polito
AVE KAPLAN isn't betting the electric vehicles built in his
Sausalito shop are going to solve the global warming crisis or
depopulate the freeways, but he can guarantee one thing: They're
going to be fun.
Nobody ever said your first electric vehicle couldn't be cool.
Kaplan's Exkate Co. builds an electric skateboard with startling
acceleration, a 22 mph top speed and a 12-mile range between
charges. This is no Segway, the computer-balanced two-wheeled
personal transportation device introduced in a cloud of hype in
2001 as the solution to big-city traffic. There is a marked lack
of white lab coats in the Exkate shop.
This is electric transportation without the geek factor. "Every
kid who sees it wants it," says Kaplan.
That's how it worked for Kaplan.
The 41-year-old remembers timing the traffic light at the bottom
of the hill in the Philadelphia neighborhood where he grew up so
he could race down on his skateboard, luge-style, and make the
green. "My parents would get these calls from our neighbors
saying, 'I almost ran over your kid,'" he recounts.
When he saw a skater zooming down a Newport Beach street on an
electric skateboard two years ago, he had to know more. "I chased
the guy down, and I said, 'Where did you get that thing?'"
Now he owns the company.
The electric skateboard Kaplan calls a Powerboard is powered by a
belt-driven, 1-horsepower electric motor tied to a pair of heavy
lead-acid batteries. The skater controls the speed through a
wireless device that actually transmits through the skater's
body. So if the skater loses contact with the board - a
frighteningly common occurrence in high-speed skateboarding - the
motor stops.
The pistol-grip controller also works the brakes. Pull back on
the trigger and go zoom. Push the trigger forward and the motor
brake kicks in.
With a reported acceleration of 0 to 22 mph in four seconds for
the Powerboard, the brakes are a reassuring feature. "A Chinese
company copies this and it doesn't have brakes, which is a scary
concept," Kaplan observes.
The board rides on oversized polyurethane wheels designed to shed
excess heat and soak up small bumps. "It doesn't stop every time
you hit a pebble," Kaplan explains.
The Powerboard contains 150 components, everything from
microprocessors to machined aluminum brackets and custom
suspension. The result is a combination of pricey toy, practical
personal transportation and white-knuckle thrill ride for the
extreme-sports generation.
Without basic skateboard skills and confident balance, stepping
onto the Powerboard is a daunting proposition. A powered
skateboard takes some getting used to, and this one has some real
power, enough to make it up Bay Area hills. "It's overkill,"
Kaplan says of the on-board motor.
"It's an enthusiast's product," he adds. "It's not something you
buy as your first skateboard."
The people who buy it aren't looking for a sedate ride in the
park. At this level of thrill seeking, "No Fear" isn't just a
T-shirt slogan, it's a lifestyle statement.
Kaplan says he has sold a number of the boards to snowboarders
who are looking for an off-season rush. "You can really flow with
it," he says, describing the Powerboard's ability to carve turns
at speed.
As much fun as the Powerboard is, it can also be functional. For
shorter trips, it can be quicker than a car and less complicated
than a bicycle. And it works where cars and bikes aren't
practical. Kaplan has been selling boards to pit crews at auto
racing tracks, where the mechanics need to move quickly in
crowded areas to fetch parts. "We sell a lot of them on movie
sets," he says.
Still, fun and thrills are a major selling point. Paolo
Salvagione, a bike-maker turned fabricator of arcane
contraptions, has one in his shop. He uses it, he says, for
"the latte loop, goofing around, going to Molly Stone's to get
lunch," but it's the fun factor that sold him on the Powerboard.
"It's a boyhood fantasy fulfilled," Salvagione says. "It gives
you the feeling of being on a magic carpet."
The problem with boyhood fantasies has always been the price tag.
In the case of the Powerboard, that price looms at $1,200. While
Kaplan and his crew are working up a cheaper model with lower
performance specifications that will sell in the "sub-$400
market," Kaplan is ready to admit his product is a "pricey little
creature."
Electric vehicles don't come cheap.
But now they come cool.

CSD gets electrically powered vehicle The Copiague School
District has added an electric passenger vehicle to its fleet of
security cars thanks to the efforts of Town of Babylon Supervisor
Steve Bellone.
The vehicle, called Gemcar, is manufactured by Global Electric
Motorcars, LLC a subsidiary of Daimler Chrysler Company. They are
completely electric, zero emission vehicles that can carry two
passengers up to 25 miles per hour. The vehicle plugs into a
standard 110 volt outlet for recharging.
"The new car will be used during the day by high school security,
and in the evenings and on weekends by the sports teams and
band," stated Superintendent of Schools Dr. William R. Bolton.
"The electric car adds a much needed efficient means to get
around our athletic complex and school grounds.
In the picture Copiague Middle School sixth grade teacher Noreen
Kelly sits behind the wheel of the district�s new electric
security vehicle. Sixth grade students, left to right, are Elbert

Bird Count at Crab Orchard National Wildlife Refuge, of which I
was compiler for a time.

"The birders hunt [with binoculars and telescopes -- not guns]
over plains, marshes, mountains, beaches and oceans, and travel
by foot, on snowshoes, skis, and by sleigh, automobile,

marsh buggy, airplane, helicopter and even by electric car used
by golfers."
The birders are not paid for making the count, but in fact are
charged $5 each to have their names appear in an Audubon Society
publication.

Quiet, handy, cheap

BROCKTON � From patrolling reservoirs to golf course maintenance
and ferrying the athletic trainer to injured athletes on the
field, more than two dozen donated electric cars have been
plugged into duty around the city.
The City Council accepted 25 Global Electric Motorcars from
DaimlerChrysler Co. in September. Since then, they have been
charged up and ready to go for various departments, including the
schools, parks and cemeteries, water treatment plant and Parking
Authority.
"It's a nice little vehicle," said Parking Authority employee
Robert Wise. "They're nice and quiet."
He has been using a white and yellow electric car to help patrol
the parking garage. The car has been a good public relations
move, too. When the elevator is out of service, parking authority
employees have given elderly women a lift to their vehicles.
The Department of Public Works received four of the electric
cars.
One went to the Parking Authority, while there are eight
allocated to the Park Department and the cemeteries.
The wastewater treatment plant got five cars, and the School
Department received three.
One of the cars has a new home with the Brockton Rox. One is in
use at the recycling depot on Oak Hill Way, and two are over at
the water treatment plant in Pembroke, according to David
Farrell, communications director for Mayor John T. Yunits Jr.
The cars, which have a total value of $235,165 and sell for more
than $8,600 apiece, were donated by DaimlerChrysler because the
company needs the zero emission credits to comply with the
California emission standards that Massachusetts has also
adopted.
The cars are legal in 38 states on roads with speed limits of 35
mph or less, but this state's registrar of motor vehicles
determined the Legislature must pass enabling legislation before
the cars can be driven on Massachusetts roads.
That legislation has not yet been approved, said Yunits.
The cars seat two or four passengers, travel at speeds up to 25
mph and can go up to 15 mph on turf. They plug into any 110-volt
outlet and can be recharged within eight to 10 hours.
>From the feedback he has received, Yunits said the electric cars
are coming in handy.
"You can't beat the price," he said.
Workers at the sewer treatment plant have been using the cars to
go from tank to tank and doing maintenance at several different
buildings.
The water plant has been using the electric cars to patrol
reservoirs, Yunits said.
They have been used in some cases in place of gassing up a pickup
truck.
"It's not going to be a huge savings," Yunits said.
The cars have also been used at the D.W. Field Golf Course to
transport tools, instead of driving trucks across the course.
With these electric cars in use, the mayor is eyeing other
electric cars for possible use in the future with hybrid cars.
With the exception of public safety vehicles, Yunits said he is
considering replacing city-owned vehicles with hybrid models when
the time comes.
"We don't have a lot of vehicles in our fleet," he said.
He personally owns a hybrid car and said in the city he gets more
than 40 miles to the gallon. A hybrid car combines the use of
gasoline with electric power.
"These golf carts kind of show you that way," Yunits said.
"They're quiet, clean. They don't break down."
While the donated electric cars cannot be driven on the road yet,
Wise said his is registered. He put on license plates about three
weeks ago.
While awaiting the use of the vehicle on the roads, Wise will
continue to conduct security patrols with the Parking Authority
with the car. If nothing else, it beats walking.
"That's for sure," he said.

7. CARS, OTHER INDUSTRY?
The delays have been many.
In December 2002 local backers of a long-rumored electric car
plant said a groundbreaking was imminent on the parcel northwest
of Sutherlin. City officials were hopeful the arrival of Korean
car maker Advanced Transportation Technology R&D would touch off
a wave of industrial development and job creation at the site.
But the year passed and still the land sits vacant. But with the
dawning of another year comes buzz that a deal is again close to
the offing.
Co-op construction
The Douglas Co-op, under construction this summer, has opened its
doors at its new building on Stephens Street in Roseburg.
ANDY BRONSON/The News-Review Mike Parker, a local engineer
handling infrastructure on the site, said this month that a
California-based group of investors was close to finalizing a
purchase of a 600-acre chunk of land from owner Alaska Sutherland
Knolls Corp., including the 200 acres annexed and rezoned by
Sutherlin in 2002 to accommodate the car plant and other
industry. Parker said there would be �more than one industry�
locating at the site, noting that the car maker is only one of
numerous businesses interested in the site.
By mid-December, Sutherlin City Manager Bud Schmidt hadn�t seen
any documentation of an impending sale, but felt that �things are
going well and that this is moving forward.�

Electric Car Pulled From Production

DAYTON, Ohio -- The car of the future is now the car of the past.
General Motors has pulled its electric car the E-V-ONE off the
market and off the roads.
Sales never met expectations so the company has asked people who
own the E-V-ONE to return them to dealerships. For some, that's
easier said than done.
GM only built 1,000 of the electric cars when they came out eight
years ago. Plus, the cars were leased-only in California and
Arizona.

Insurer to pay family of student killed in electric car crash
CEDAR RAPIDS, Iowa (AP) -- The insurance company for the Cedar
Rapids School District has agreed to pay $400,000 to the family
of a middle school student who was killed while driving an
experimental electric car.
The amount of the settlement was announced Thursday, almost a
week after news the district's insurer had reached a deal with
the parents of 14-year-old Meagan Hollingshead. The amount was
initially confidential, but the district made the terms public
after media inquiries.
Hollingshead died last May outside McKinley Middle School after
she crashed into a 3-foot high railing. Witnesses said she lost
control of the car as she was turning a corner.
The student's mother, Lori Hollingshead, said the money from the
settlement will be used to pay funeral and medical bills, and to
support some of her daughter's favorite causes, including the
Humane Society. The family also plans to set up a scholarship in
Meagan's honor.
"As far as we're concerned, our daughter is worth more than any
amount of money," Lori Hollingshead said. "There is no amount
that's going to bring our daughter back."
The settlement prevents any future lawsuits related to the
accident against the district, officials said. The family had
considered filing a wrongful death lawsuit against the district
but discovered that state law bars punitive damages from being
leveled against a governmental agency.
The electric car, made of lightweight aluminum, was designed by

Electrathon program. High school students were demonstrating the
car to an eighth-grade class under the supervision of several
teachers on school grounds when the accident happened.
Since the accident, the Cedar Rapids district has banned any
students not involved in the program from driving the cars.
Drivers are now protected from the type of frontal impact that
Meagan suffered when she hit the metal

NEW GELLED ELECTROLYTE BATTERIES FROM CAMDEN ELECTRONICS
Camden Electronics has launched a new range of valve regulated
lead acid (VRLA) batteries featuring gelled electrolyte
construction for completely spill and leak proof operation.
(PRWEB) December 11 2003--Camden�s new BEG series batteries are
offered in 6 and 12V versions with a wide range of capacities
from 7.5 up to 230Ah. The gelled electrolyte construction offers
numerous advantages over absorbent glass mat (AGM) construction

Scooters causing concerns BY VICKI GRAVES AND DAN EAKIN

A particular Christmas gift that has brought a lot of joy to
children and young people is also causing a lot of concerns at
area police departments.
Many youngsters got small electric scooters for Christmas, some
of which will go as fast as 20 mph. They have been seen riding
them on streets and in alleys throughout Bonham, Sherman, Denison
and other area cities.
Police in those areas are asking that parents teach their
children to ride safely and responsibly on the scooters, as well
as on some small, electric-powered motorcycles, four-wheelers and
such.
Bonham Police Chief Mike Bankston said that the same rules and
traffic ordinances that apply to bicycles also apply to the
electric scooters and motorcycles, with one exception: The
electric-powered vehicles can be operated only on streets or
highways with posted speed limits of 35 mph or less.
They are allowed to cross a highway or street with a posted speed
greater than 35 mph, but cannot operate on that street, he said.
The new rules for the popular scooters were passed by the Texas
Legislature last year and are listed in the Texas Transportation
Code.
While the new rules allow for the electric scooters to be ridden
on streets where the speed limit is 35 mph or less, Subchapter D
Neighborhood Electric Vehicles 551.303 also states, "A county or
municipality may prohibit the operation of a neighborhood
electric vehicle on a highway if that department determines that
the prohibition is necessary in the interest of safety."
Sgt. Ken Brooks, Sherman police spokesman, said his department
has received some calls from residents who were concerned after
seeing children riding the electric scooters on city streets or
sidewalks.
"However, we just tell them that they are legal," he said. To
date, no children have been injured or killed as a result of
electric scooter accidents in Sherman.
He said parents should teach the children who ride the scooters
how to be responsible and safe. Those who ride electric scooters
on the streets must obey the same rules as bicyclists, including
using hand signals, stopping at stop signs, etc.
He said parents of children who are allowed to ride the electric
scooters irresponsibly and get injured or killed could be held
liable and could even be charged with injury to a child.
Bankston also reminded that the scooters are supposed to be
ridden on the right side of the roadway and are required to obey
all stop signs, yield signs and traffic lights.
Drivers in cars are asked to use extreme caution because the
scooters are hard to see. Any lights on the scooters should be
turned on during daylight hours and parents of children who own
the scooters need to go over the rules with them, Bankston said.
"We've already got complaints and calls about scooters darting
out in front of drivers at cross streets," he said. "People need
to be very careful if they're going to ride these things. You
need to wear a helmet, for safety's sake. Be aware of other
traffic and know that you're a smaller object and not seen very
well. Please be careful. Please obey the laws."
Lt. Mike Eppler, of the Denison Police Department, said, "We know
they (electric scooters) are pretty popular. We would rather they
were ridden on private property. They are mostly in residential
areas."
He noted that Denison has an ordinance against bicycles being
ridden on sidewalks in the business district of the city, and
said that same ordinance would apply to electric-powered scooters
and motorcycles.
However, he said he's not sure the city would rather the
electric-powered vehicles be ridden on the streets than on the
sidewalks in downtown Denison.
"This is new territory for us," he said. "We may take a closer
look at this later."
Pottsboro Police Chief Mike Russell said he has not seen any
electric scooters on the streets in Pottsboro.
However, he lives in Durant and said, "I have seen them all over
Durant. I was behind three of them just the other day."
He added, "Sooner or later, someone is going to get hit. I'm
dreading for that to happen."
He said state rules about electric vehicles on streets in
Oklahoma are similar to those in Texas.
John Smith, co-owner of a variety store in Denison, said the
electric scooters were a big selling item just before Christmas
and that the store is now sold out.
He said the scooters are legal and that he has not heard of
anyone getting injured on one.
He said any child big enough to reach the handlebars can ride the
scooter. The electric scooter can go for four hours on a full
charge. The scooters at the variety store, which can still be
ordered, sell for $195, including tax.
The U.S. Consumer Product Safety Commission has reported that
over 4,000 people were treated for motorized scooter injuries at
emergency rooms throughout the U.S last year. That number
compares to 1,330 in 1999. The CPSC said almost half of those
injured were children under age 15.
The CPSC offers the following recommendations:
v Riders should wear a helmet, knee pads and elbow pads.
v Children under age 12 should not ride electric-powered or
motorized scooters.
v Riders should not ride on gravel or uneven pavement.
v Scooters should not be ridden at night or in traffic.

Students make mark with electric cars

Ten Hart County High School students recently competed in three
different categories in the Georgia Electric Vehicle Rally Nov.
21-22 at the Peach State Speedway.
The rally, sponsored by Jackson EMC, hosted 14 schools from
Georgia,North Carolina and Indiana. There were 26 vehicles at the
competition.
Hart County, participated in the go-cart, full-size car and the
electric master teaching vehicle categories.
Hart County was one of only six schools to compete in the
full-size car category.
It was the first year the students competed in this event after
placing second in the EMTV two years ago.
Their 1986 Nissan Pulsar failed to place (top three), but Hart
County physics teacher Charles Pace expects big things in the
future.
We know what we need to do to make the car more competitive,�
Pace said.
Our main goal this year was to get the car running and compete in
the full-car category.�
Pace said the electric car needs more and better batteries, which
will be possible with the community�s support.
He said the electric vehicle program would not be possible
without the help of technology education teacher Patrick Gunter
and automotive tech teacher Bruce Eaves.
Pace was especially grateful to student Chris Wilson, and his
dad�s business, B&B Custom Fabrication.
Pace said without their help, the car would not have been ready
for the EV rally.
Pace also credited Wal-Mart and other local businesses for their
help.
Wal-Mart gave the electric vehicle program $1,000 and allowed
them to use the parking lot to have a car show.
Concessions and entry fees from the show went to the electric
vehicle program.

Monster truck to haul its brother to event
MOSCOW � For five years, the University of Idaho has traveled to
Detroit to compete against 14 other schools in Ford�s Future
Truck design competition.
The next time, the mechanical engineering students will show up
with what they call a �mud-eating monster� nicknamed Buf.
The challenge pits 15 universities against each other to see who
can transform a standard Explorer into an efficient, yet still
powerful, hybrid electric vehicle. Hybrids combine electric
motors with an internal combustion engine for greater fuel
efficiency.
But team members came to a realization while preparations were
being made for the next competition in June. Every year, the
teams coddle and fuss over their sensitive machines. Observers
and the media inevitably ask if the technology can survive
real-world driving conditions.
So, the Idaho students are rebuilding a 1989 Ford F-350 truck
which will haul their Explorer, nicknamed �Summit� to the Detroit
contest.
Instead of just having a delicate prototype that we keep wrapped
up like a piece of Grandma�s china, let�s build a mud-eating
monster that can drive the 4,000-mile trip to Detroit and back,
hauling the competition SUV, while making only routine stops at
gas stations like any normal truck,� engineering team member
Tamara Cougar wrote in a letter announcing an open house for the
truck.
Buf also will showcase an ingenious bit of technology first
applied on Summit at last year�s competition. Called regenerative
braking, the system uses hydraulics to store and release the
energy wasted during normal braking. When the brakes are released
and the gas applied, the energy is released back through the
drive shaft and the power is put back on the pavement.
