It is well known that gasoline tax revenues have been declining for many
years primarily due to improved gas mileage of ice powered cars, and well
before the major vehicle manufacturers produced a significant number of
electric vehicles.  So why do solutions to address declining revenues target
only electric vehicles, which will add very little revenue since they are a
tiny proportion of vehicles?  It makes more sense to track vehicle miles and
tax ALL vehicles at per mile rates that depend on vehicle weight.  The
hardware to do that is simple, and could be read each year at smog stations. 
I think the answer is primarily people like the Koch brothers and oil
company reps and their talk show shills pushing for obstacles to electric
vehicles (witness the trashing of the Chevrolet Volt by these folk) along
with the fact that there is little harm done to a politician's career by
targeting a group that is relatively weak politically (there are not many ev
owners to vote against them).   The same group of folks also feeds paranoia
about having a miles-tracking device in the car, but such a device doesn't
need to record location, just cumulative miles, and could easily be made
quite tamper-proof.
