Because electric vehicle proponents have no effective lobbyists. Proplsals to raise revenues on EVs will be met with almost no opposition (just a few scattered nuts like us). But there are *many* rich, powerful, and well-organized lobbyists opposed to raising revenue on ICE vehicles! They loudly shout down any tax increases on gasoline or diesel fuels or vehicles. And, they will go to great lengths to encourage tax increases on every other kind of vehicle (like EVs).
