Why would people needlessly tie up the J1772 plug if they are only using the 
5-15 outlet on the EVSE?

Does the EVSE only support the use of one or the other at any time, such that 
if someone came along and plugged in using the J1172 cord the EV on the 5-15 
outlet would be interrupted?

Or, is this just to make it look like the charging station is in use?

The EVSE we have at work is only J1772, so my option is to either charge for 
real using the J1772 cord, or pretend to charge as I need to park in a 
different location from the EVSE to plug into an ordinary outlet ;^>
