No, actually this makes some sense.  A lower-powered charger uses roughly 
the same amount of >energy< to charge a given amount, but not the same 
amount of >power<.  This latter can affect the cost of installation.  It can 
also affect the host's cost of energy, if the utility charges for excessive 
demand.
