Using Tesla-s EVs as Taxis is being done in Las Vegas, NV. See the post I
made on Apr 10, 2013

EVLN: Tesla-S Electric Taxi Service in Downtown Las Vegas, Project 100

I have another newswire on this that gives a little more detail. But both
talk about a plan where a member would pay a monthly fee to gain access to
the Tesla taxi service, other EVs, ebikes, and more.

IMO I would like to also see these Tesla Taxis being in a traditional
on-call use as most taxis are today. I foresee the affluent (or those
wanting to live that life style for a couple days) not wanting to join some
membership, and just have the casino/hotel quickly hail them a Tesla Taxi so
they can ride in style.
