My experience with the charger subject is that owners of buildings who control the parking in a lot they own or lease, don't want to touch the subject. Even with the cost being free, no interest. Why should they? It wont bring customers to their building or business. Who is going to pay the installation fee and monthly cost of service? Who is going to police the usage of the space where the charger is installed? Lack of laws leave the property owner in a very bad position. Why do you think Starbucks has rejected the idea for their stores? I have talked to them numerous times, no luck. Then again, FREMONT? The majority of people who live in Fremont wouldn't pay extra for a EV. hell, they wont even pay to convert their family bus. I know, I moved from there after living there for 27 years. Lots of luck perusing it.
