It's just to protect dealers. Many states have dealers that insist on protection. Dealers make a lot of money being the only source for the purchase of a new car and they hope to also be the only source for service. They do not want a change in their business model. It's not Tesla per se that they are unhappy with. They're unhappy that if this is accepted, then their business is essentially moot.
Fine by me. I've never understood what dealerships do except for inserting an unpleasant person between me and something I want.
