Hi Chuck, I hope you share the following with your friend in the Philippines.
I had seen this While Tesla in a newswire, and found I had put it in with another Philippine EV item (COMET). See http://electric-vehicle-discussion-list.413529.n4.nabble.com/EVLN-20-COMET-Electric-jeepneys-to-run-Metro-Manila-route-by-year-end-td4664505.html At the bottom, is an abbreviated blurb http://business.inquirer.net/135611/beyond-the-plug that I included the lines that mentioned that the Tesla shown http://business.inquirer.net/files/2013/07/tesla1.jpg belongs to the Meralco chair Manuel V. Pangilinan. Meralco is the country’s biggest electric power distributor. The Philippines is actually quite busy with integrating EVs into their society. It may not be a Leaf (or its equivalent) in every garage, but they are making some serious planned and coordinated efforts with the Government on-board to replace many of the highly polluting jeepneys (similar to a Tuk-Tuk) that the public use to get around. The planners are focusing on reducing the pollution from their huge population of ice jeepney-taxis with with Electric versions (like COMET). There is also an Electric bus effort as well.
