This is a bit OT, but the cost isn't as high as you might think. Android smartphones have been around long enough now that you can find used and closeout phones, unlocked, for $50-120 - maybe even less if you don't mind something that looks well-used. For mobile data service to run your EVSE software, check out prepaid Lycamobile. For light mobile users, the cost is a fraction of the cheapest big-name packages.
