Whoa, hold on there! Every major first-world nation uses tax abatement to reward socially responsible behavior - such as driving an EV. At least until the oily-dollar bought-and-paid-for politicians decide they don't want to encourage such positive behavior (which is happening in more and more states), not paying fuel taxes is his - and your - reward for not polluting my air.
