One of our clients was messing around with IR mirrors and Pelltier. Looked like a lost cause to me.
Flat PV is easy, works well with diffuse light. All this reflecting and focusing loses out when the light isn't all beam radiation. Also optics have to be kept clean. Thermal stuff needs glazing and insulation, plumbing, pumps, and valves, power and a control system. There is a valuable simplicity to PV panels.
