Yes. Deliberate overcharging is the traditional way to balance lead-acid batteries. It works, though not very well.

When you overcharge, the batteries that reach "full" first begin to heat up and gas. If this is a flooded battery, the water loss isn't critical, as you can replace it. If it's a sealed battery, the case pressurizes inside. Too much overcharging, and the vents will open to relieve the pressure, and water will be lost forever -- this shortens that battery's life.

The extra heat also tends to shorten the life of the battery being overcharged. If the overcharging is modest, the loss in life is also modest.

So, balancing by overcharging is cheap and easy. As long as the imbalance you're trying to correct is small, the loss in life isn't too bad (most people won't notice it).
