               About 15 yrs ago? Big auto tried to cut out dealers, dropping 
many and trying to buy the rest at dirt cheap prices because GM, Ford, etc was 
cutting their dealerships.  But Car dealers have a lot of state clout so most 
states made laws restricting big auto from owning dealerships and replace them 
with their own.   

              Thus what Tesla is going up against.  GM now they can't own their 
dealers don't want Tesla to either.  But Tesla never had dealers or even around 
or tried to cheat anyone so unfair to punish them for others greed.

               You might also look into how they are buying up all the also 
junk yards/ used parts suppliers to cut that market out forcing more to buy new 
replacement parts.

                 They make much of their money from after sales parts sales at 
about 1,000-2,000% price markups.  Thus a main reason they don't like EV's is 
few parts sales as far fewer parts in an EV and even fewer with stress on them..

No, GM would not do that, would they? (yes they would). If anyone should
be called on the rug for not following the rules, its GM.

GM makes a compliance-EV that they have GM dealerships sell.  ? How's
that going anyway ? (not that great, or not as good as it could be if
their dealership sales reps were on-board with selling EVs). And why
aren't they? The GM Spark is made in small quantities (just enough sold
to meet annual carbon credit quota), its sales-profit margin is low,
sales-related paperwork is a pain, and the EV has design limitations
imposed by GM (it is not CHAdeMO L3 EVSE compatible, and GM does not
want to fund the installation of its own ccs L3 like the way Nissan has
already installed a CHAdeMO EVSE network).

There must be a profit-related reason GM (and other automakers) do not
want to go the direct marketing route Tesla is doing.
I do not think GM is so unfamiliar with the direct marketing concept
that they could not do it.
Perhaps GM dislikes EVs so much, they are using the Auto Dealer's
complains as an excuse (follow the existing rules, or go home).

I find it interesting that after all this time has past since the first
Auto Dealer battle to stop Tesla, there has been nary a peep out of GM
about this, and now this statement. IMO GM has likely been funding the
Auto Dealers efforts to fight Tesla. Perhaps GM now feels confident
enough to take a public stance (like they have Tesla on the ropes). Or
perhaps its GM sees it will be on the ropes when Tesla starts selling
the ~$30k Tesla-E model EVs (which will be less than a new Volt pih).

IMO GM has just put their foot in it, and now the public knows BIG GM is
openly fighting/against Tesla. Which is rather sad. 
GM 'can make a great EV' but their management won't. Instead they offer
a pih that though the drivers like, costs more than GM would like, has
limited carbon credits, and its non-EV sales are limited because of the
limited quantity of green HOV stickers, CA offers (remember not too long
ago how GM tweaked their pack capacity, and firmware to bump-up their
e-mpg up enough to be able to offer a CA HOV qualified Volt pih model. 

I am not worried about Tesla, the public wants their products and find a
way to get them and get them serviced despite all the back-room
maneuvering, and political deviousness going on.
