Not knowing anything about your motor/controller.....it's hard to say.


I know that on my controller (from Curtis), from 0-10% load the
switching frequency is low enough to be in human hearing range (1500
Hz) and my motor "whines".  After the controller goes to more than 10%
load it switches to a higher frequency and becomes silent.

[This is for efficiency reasons...but is also useful as a "low speed
pedestrian notification system".]

If your wheel is not on the ground, 0-1/2 speed may indeed be
something like this, try it out under more load to see if the "buzz"
goes away earlier with more load.  If this IS under load....you may
need to do something else to fix it.
