No - the cap would be a very bad load to the controller,
you risk blowing up the cap or the controller from the
pulses. The use of a motor run cap is for 1-phase AC systems
where the cap generates an out-of-phase voltage that is used
to allow the motor to create a rotating magnetic field.
The only other use I have seen for caps was to improve the
Power Factor, both applications are on pure AC sine wave fed
(direct grid connected) motors.
For a motor on a controller this is not common, since the
presence of the controller allows generating a signal that
the motor is happy with.
Buzzing does not mean that your motor is not happy, it means
that something is moving - motor windings can move quite a bit
and create noise unless the whole motor is dipped or wound
with incredible precision.
If this is a DC motor then there is not much you can do
except making sure that the bruch advance is set correctly,
you will notice excessive sparking if it is too much out of line.
If this is a brushless motor, then check that the hal sensors
are at the right position and not reversed compared to motor 
wire order but if the motor has good power that should not be the issue.

When pressing lightly on the throtle the bike wheel Buzzes, it turns fine, stop 
buzzing from 1/2 to full power.
Do I need to put a motor start cap on it? to smooth out the pulsing?
