Yes I know it was a bad idea.  Probably for many reasons but the first one I 
can think of is that it is possible to ground a charged wire fence so that it 
no longer works.  Another one is that the jolt you get from a charged wire 
fence is harmless (I was shocked by one when I was 8 years old - very 
uncomfortable but no lasting effect).  
Sadly any solution will add to the cost of charging an electric car.  There’s 
always someone out there who want’s to take the fun out of everything. I 
thought the best idea was to switch to inductive chargers - so as long as it’s 
not at the end of a cord.  Another Idea is to get rid of all the batteries and 
place overhead wires like the busses used to use - and still do in some parts.  
Then there’s walking or riding your bike.  Walking is ok but thieves could 
steal your bike, well they could steal your shoes too. Darn!
