PV arrays are going in at many Colleges and Universities in CA. There must be some (Fed & or State) grants being provided, and the local solar industry is loving it (!More solar power Scotty!).
You are right, there is just enough sunlight seeping through to the parking lot underneath so that it does not need to be lighted during the day, it keeps the lot cooler, and if and when we ever get some rain here, the rain can rinse all the ice pollution off everything (sending down the storm drains to the SF bay :yuk: ). IMO, the design the solar company used, may not be maximizing the utilization of available sunlight (possibly to your liking), but there is likely a 'method to their madness' (perhaps: to keep the installation cost low enough to get the bid, there are two huge parking lots that were covered in PVs so who cares how well they use the sunlight, an easier installation for the solar company, etc.). Besides, the people who make those Million $ decision$ at Colleges all the time, would likely not know the answers to your questions (they likely have no clue about PVs, just what PR they would gain by having them, & or trying keep up with other Colleges/the-Jones, etc.).
