I believe you are mistaken. Regen might increase range by 5-15% but it returns about 50% of the energy expended to attain speed back to the battery. Of course, energy losses due to such as wind drag and wheel/tire friction are gone forever. The kinetic energy of a moving vehicle can be mostly recovered.
