Brusa will. They're one of the few manufacturers I know of that cater both to OEMs and hobbyists. They also have a Saft STM100 profile, which you could probably edit for other Saft blocks. Prices may be out of your range though. Unlike some popular hobbyist EV chargers, they're fully isolated, and have CE approval (though not UL). They're both CAN-capable and standalone-usable. A 1.6kw is $1775 and the 3.3kw chargers start at $2248. Note though that these power outputs are for batteries from 200v to 520v, and power output will be lower at lower voltages (max current is 12.5a). The power and battery cables are extra and expensive ($244). They say cables are "mandatory" on the price list page, but they also say on the info page that you can order the charger without cables. Can't hurt to ask, I guess. If you want to see what they can do, download the "chargestar" software and try it out. IIRC you can run it without the charger connected. Regrettably it requires Windows (32-bit). I haven't tried it with Wine.
