Curtis controllers include a feature that limits current when the battery is 
getting low (meant for lead batteries).  This is to protect the battery.

A 96-144v controller will cut way back on the drive current limit (to about 
50 amps, IIRC) when its input voltage falls below the point where a 96v 
battery would reasonably be considered flat.  I've never measured that 
voltage, but I'd guess it's about 84v (1.75vpc). 

Note, that doesn't mean you can use it with an 84v battery.  The specs mean 
what they say.  It's for 96 to 144 volt systems.  I would even suggest 
staying 6 or 12 volts above the minimum.
