In fact the article states that GM killed the electric car twice, and
discusses the EV1 a bit.

The author didn't let the facts get in the way of a good story to glamorize
"the new GM". Seem to be a number of errors and exaggerations in the
article.  for example, he states that the EV1 had 50 miles range, and that
the Nissan Leaf was introduced at about the same price as the Volt, but the
Volt was originally quite a bit higher in price - it came down after the
Leaf was introduced, likely to compete.

I think GM has definitely made a first class effort, though I don't think
they would have done it without the new national fuel economy standards and
Nissan and Tesla prodding them.  And they lucked out with LG Chem
productizing the NMC battery chemistry in time to beat Tesla to the punch. 
So no, I don't buy the white hat story, but it looks like they have produced
a nice car, and buying it would send a market signal to other car companies
and help propel us in the direction we want to go. No sense in cutting off
your nose to spite your face.
