It might be the strangest little vehicle you've seen.

Smaller than a SmartCar, if that's possible, Cindy Landon loves her
Boomerbuggy.

The four-wheeled, electric-powered, single-passenger vehicle is just what
she needs to get around Barrie.

Painted up in powder blue, it weighs in at more than 200 kilograms —
including the batteries — and is quite a sight to see while it trundles
along a downtown sidewalk.

And it's completely legal — with its direct-drive transaxles, automatic
electromagnetic brake and hand controls — assuming its operator follows the
rules of road, and sidewalk.

According to those rules, the Boomerbuggy must be used by a person whose
mobility has been limited, according to Barrie police Const. Chris Allport.

"It's a medical scooter that happens to be enclosed. I believe Miss Landon
does suffer from the physical impairment or condition that enables her to
require a mobile medical device," he said. "There may be a (medical) reason
why it's enclosed. There may be an environmental issue that requires it to
be enclosed for her."

But while she's operating it, she has to follow the rules of the road and
the sidewalk, Allport said.

"She's considered a pedestrian when she is in it because she is using it as
her only source of mobility. When she is operating it, she'd be a
pedestrian," he said, adding if she decides to use it on a roadway, that
would be up to her.

"Where does she feel safe driving it? Is it a danger for her to be on the
road? She may think so," Allport said. "It's one of those things. It's
probably best she's on the sidewalk because that's what pedestrians would
use normally.

"They can walk on the road if they choose. They have to cross at the
sidewalks (like any other pedestrian)," he added. "If she is using it for a
mobile medical device, then she is fine."

Not so for anyone who might want to go for a spin in it, or any other
scooter designated to be used by someone else.

"I've investigated a medical mobile scooter and a person was just borrowing
it from a friend, but she was a suspended driver and didn't qualify (to
drive it)," Allport said. "She didn't meet the definition. She didn't suffer
from a condition or a functional impairment. A conviction did register
regarding that case."
