Skin effect is an AC current phenomenon. DC current is not affected. It
iscaused by the frequency effects where AC resistance = (DC resistance)
(resistance of gauge) (square root of the frequency).

Which says that the higher the frequency the greater the skin effect. That
is why antennas are hollow, no current flows in the center anyway.

This is the same concept for power lines. No current flows through the steal
center anyway because of skin effect. It is also true that better conductors
have a greater difference between AC and DC resistance because 
skin depth is proportional to square root of the resistivity. Better
conductors have a reduced skin depth and lower overall resistance but a
higher ratio between AC and DC resistance. So, at 60Hz copper has 23% more
resistance while aluminum is only 10% greater.
