That was my impression too.  

I see what he's trying to do, and the potential advantages.  You "refill" 
more easily.  You can also carry only as much battery as you really need, 
though I bet most owners would just stuff it full every time.

However, I'm not so sure it's very practical.  Asking a light, easily 
carried battery to power an EV all by itself - which is what he's proposing -
 means the battery has to produce a LOT of power relative to its size.  That 
makes it a more expensive and more stressed battery.
