Finally! after 5 years, it is just what we asked for (see below).


Now, we EV onwers need to get out front of our LOCAL implementation or
suffer later..



IE, long distance commuters will probably want to go for the bi-weekly $6
rate.  But there is a 60 cents a day daily rate too, though it is hard to
figure out a bureaucratic process to collect it.  I think the best method
would be to allow us to purchase a pass for just X days a week instead of
the full 5..  Most of us have weekly schedules and some days we need that
extra charge for evening meetings…


So that we can get out ahead of the process, each owner should decide what
he/she would buy?  A 1, 2, 3, 4 or 5 day per week charge pass?  Then feed
that back to your agencies to suggest the actual need.  I do not need a
daily charge now that I have a 100 mile EV, but I would sign up for a 1/day
per week pass  ($30/year) just to allow for the occasional errand day, when
I might want to plug in.

Here is the info:  Yesterday,… the Council on Environmental Quality,
distributed a notice to all agency Chief Sustainability Officers regarding
the issuance of "Guidance for Federal Agency Implementation of Workplace
Charging Pursuant to the Fixing America's Surface Transportation Act: Level
1 Charging Receptacles." :

Section 6(b)(1):  Agencies should assess authorized users who charge their
PEV batteries at Level1 charging receptacles a flat fee for the privilege
of doing so.... a flat biweekly fee of $6.00 or daily fee of $0.60 is
suggested for this use...



And 6(b)(3): Agencies should implement a mechanism of labels or other
markings that indicate that an employee or authorized user  has a PEV and
is reimbursing the agency for the use of a Level 1 charging receptacle at
specified parking locations.



Please note:  This $6 rate includes the amortized costs of NEW outlet
installation.  They averaged the $4.25 costs for existing outlets with the
$6.75 amortized cost for new installation to arrive at the round figure of
$6 per bi-weekly period.  So new outlets ar included in this authorization
for use.



This is exciting news.  With now over 40 full size Electric Cars on the
market in 2016, the government is catching up to this new reality of clean
electric vehicle transportation for commuting.



Eventually, we will have solar to power them.  Just covering one parking
spot with solar panels not only provides shade, but also all the
electricity needed to power a 40 mile daily commute and 12,000 miles of
annual driving using nothing but the Sun.  And in America we have at least
5 parking spots for every car!  At home, at work, at church, at school, at
shopping, at stadium, and at the park.
