Yes it could have been a bait and switch, or it could have been a business practice to move out the old stock. The yelp review I listed in the original post, mentions that dealership has had low cost 500e lease deals before. So, it could be, the latter. I am thinking the dealership had older 500e EVs that had come off lease. But I do not know this dealership, as I live 400+ miles to the north. The yelp listing for that dealership is good. LA shoppers would not rate that high if the dealership had shady practices like bait and switch. Perhaps I am less of a cynic and think the better of that dealership as just giving a discount to move-metal, much in the same way a store with too much inventory would have a brief sale to reduce that stock to make room, and then the prices go back up to regular.
