I think citing range for low-speed cold weather is a bit misleading. My assumption is, at low speed, very few people would be concerned about needing more than 167 km per charge. The question is how much range reduction is there at freeway speeds, say 130km/hr ?

According to the range calculator, cited in the article, it will get 210km at "very high speed" and 256km at "high speed". I did not find the actual speeds for those terms. Maybe someone who knows german can find more details on the website.

"Cold weather" is -20C (-4F). For comparison, at 0C and "high speed", it calculates the range at 319km, or 198 miles.

From the article:

Opel is one of the first automakers to adopt the WLTP cycle (Worldwide Harmonized Light Vehicle Test Procedure). This test cycle is very similar to the one used by the EPA in the USA, which provides realistic range and efficiency figures, unlike the figures provided by the NEDC (New European Driving Cycle). … The range while driving at low speeds and extremely low temperatures depends a lot if you use the heater or not. With the heater off you get to do 463 km, however if you turn it on you’ll only achieve 167 km, which is 296 km (64%) less.
