It is probably regional. This was for the supercharger near my house. According to what I read Tesla charges whatever the local rate is for electricity. Around here it is .10 a kilowatt hr. It may be more in other locations based on utility rates. And in this case according to a latter post by Paul who has a Tesla - "My car says I can supercharge for 8 and change it's less than $9 for 75kw so that is like 11 cents a kilowatt."
