Hi folks
Since I didn't see how to fix this on the great God Google , spark forum or my 
pricey shop manual on the 2015 Chevy Spark I thought I'd mention how I fixed 
it.  My EV (and other cars nowadays) honk the horn at inappropriate moments, 
like following hells angels down the freeway or in my case in front of a police 
station.  It also honks the horn at every start of charge cycle and while 
dimming the lights.  I rented a Spark at the Pikes Peak EV race and while 
camping in my tent it kept going off at 3am when I rolled over on the key fob.  
I didn't realize it was me since when I ran out of the tent to cuss someone 
out, the horn stopped.  I didn't realize it was me till the morning when I 
noticed all the other tenters were gone and just my tent and car was left.  
Anyway I pulled the horn fuse but failed inspection.  
So I removed the 3 screws under the steering column to access the horn wiring.  
The two front hidden screws are accessed by rotating the steering wheel fully 3 
o'clock and then 9 o'clock.  The black wire is the one you want to snip. Don't 
touch the yellow airbag wires...   Verify the black wire that goes to GND with 
a digital probe or DVM.  Then solder and heat shrink a #18ish wire through the 
column firewall.  To access the horn remove the left front tire and plastic 
clips holding the tire shroud.  Snip the horn wires (object is to get the 
microprocessor out of the horn loop). Install an inline 15a fuse to the 
positive relay box stud and run to a purchased 12v horn relay.  Now it's just 
like a normal ye old car, only honks when YOU want it to pressing the horn 
button.
