Works both ways. The reason that these knuckle-draggers can force their engines to over-fuel is because of tampering with the engine management computer's programming, likely through swapping the firmware.
Someone could build a jamming device that could throw their EMC into "eco-mode" and take away their ability to pollute so carelessly, not to mention slow them down to a sane driving style. Electrifying the steering wheel with a cattle prod voltage could be optional.
