Fast chargers should charge a premium for charging over 70-80% SoC. It already is somewhat if you're charged by the minute rather than by the kWH, but I have experienced this firsthand, stranded at a Walmart because I didn't have enough charge to get home, and some guy in his Leaf was waiting for his last few % sitting at >90% state of charge, which is already lower than L2 charge rate.
