That's what I've found as well. I have done "post mortems" on three of these 
12v lithium replacement batteries. One had a BMS, and the other two had nothing 
at all; just the cells themselves. But that's a small sample size, and all 
three had failed (which is why I got them).

I think it just means the ad copy writers got "A's" in their "creative writing" 
classes. After all, you can start a car with a "dead" battery, or a pack of AA 
cells and a big supercapacitor, etc.
