I'm far from an expert on this, so I invite corrections to the following.

First, on DIYing lithium batteries.  I don't.  I don't have the equipment, 
or the skills, or the steady hands and good eyes that it takes.  And there 
is a LOT of power in those little cells.  Maybe you'd be fine with it,  I'm 
just saying - think about it.

In the few cases when I've used lithium batteries, I've bought them fully 
assembled and tested. Yep, it's expensive for good ones, but so is the 
deductible on my homeowner's insurance.

As for buying lithium batteries on Ebay, I'd suggest being really careful.  
I've read that a significant number of the cheap ones are made with recycled 
cells from old laptop batteries.

I've had good luck with Ping batteries, ordered directly from China at eye-
popping shipping costs, though not so much with their cheapo chargers.  But 
they're not high power batteries, so they might not work for your friend.

You might try cruising the ebike forums at endless-sphere.com.  I haven't 
been there in several years, but last time I was, they were well populated 
by need-for-speed people with glowing eyes like your neighbor has. :-)
