Definitely not kosher. I don't know what your Leaf's 12v battery calls for but I doubt that it's anything close to that. The old Hawker Genesis manual allowed that up to 15.6v at low current (0.05C) was OK for up to an hour during equalization, but nothing as high as 16.5v. For a normal charge, 14.7v - 15.0v was the recommended maximum. As someone else suggested, a quick and dirty fix might be connecting 2 or 3 silcon diodes of appropriate current and voltage rating in series with your over-eager charger.
