Using diodes in series can certainly drop the voltage but they may need a big heat sink depending upon how much current is passed.

Of more concern is whatever is causing the 16+ volts out may change and cause an even higher output voltage. This means that you would have to baby sit the battery all the time.

I vote for fixing the problem or replacing it.
