Tim,
You can now rent EVs to Turo, a car owner's rental service with insurance 
around the states. A couple months ago I rented a Fiat 500e for a one-day 
business trip in Southern California and it cost less for car and fuel than a 
gas car. I have rented a variety of EVs in the SF Bay Area years ago when I was 
trying to decide what to replace my Leaf with.
Can find a lot of charging stations using Plugshare. Lots of options for travel 
even outside of California.

for a week. It was pretty cool to show up at UC Davis in a production 
battery electric. And the EV1 was quick. We would offer to drag race 
(off road of course) faculty and surprise the hell out of them in the 
results! Davis had a lot of public chargers, but other places...not so much!
