Just looking into this and it turns out if the Bolt is on a 120V EVSE, the battery warmer only runs at 25%.
On the plus side this will prevent running down your battery in cold weather, on the other hand it also means that in REALLY cold weather it probably won't be able to keep the battery warm, unless you have an insulated garage.
