They're looking at it wrong. They're not giving away free fuel, they're encouraging people to use EVs. That saves the city, and its taxpayers, money in the long run. Cities and towns give tax breaks to corporations in return for the corporations locating in their city or town, and thus providng jobs and (supposedly) more taxes Leaving aside the fact that that usually doesn't work, nobody calls that discriminatory, even though it favors one corporation and not another. Last time I checked, gasoline users and ICEV drivers weren't protected minorities. Quite the opposite; they're the vast majority. EV owners? Why shouldn't they compete with for-profit charging? Their crews repair the roads, competing with for-profit asphalt companies, and no one blinks an eye. They run a police force, competing with private security, and that's not a problem. Why should EV charging be different?
