I was able to remove the fresh air intake horn and the cabin air filter behind 
it to expose the duct into the blower fan.  I snaked my inspection camera in 
and observed that some of the soft foam used to fill gaps had come loose with 
part of it jamming in the fan blades.  I was able to reach into the duct with 
my hand and remove the offending bits of foam. Now the fan runs much quieter 
like it used to.  I didn’t need to disassemble the dash at all.  All access was 
from under the hood.
